Assistant Deputy Chief José L. Velo was born in Madrid, Spain. He has a law degree from the Universidad Complutense de Madrid, Spain.
José entered the SFFD in 1994. He was promoted to Lieutenant in 1998, Captain in 2007, and Battalion Chief in 2010. He worked as a Training Captain in the Division of Training from 2007 till 2010. He has attended several courses at the National Fire Academy and is a certified Fire Officer by the State Fire Marshal’s Office.
