SAN FRANCISCO FIRE COMMISSION RESOLUTION
RECOMMENDING THAT THE BOARD OF SUPERVISORS ALLOW THE FIRE DEPARTMENT TO ACCEPT AND EXPEND A GRANT IN THE AMOUNT OF $1,173,212 FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR THE DEVELOPMENT AND IMPLEMENTATION OF A WELLNESS AND FITNESS PROGRAM FOR ITS EMPLOYEES.
WHEREAS, The SFFD uniform employees need to maintain a high level of health and fitness so they are well prepared to respond to the over 100,000 calls for service that the Department receives annually; and,
WHEREAS, City analysts found that SFFD uniform employees have a greater number of disability and workers compensation claims due to stressful and unpredictable working conditions; strenuous lifting of heavy equipment and patients/victims; and sedentary periods followed by situations that require exertion; and,
WHEREAS, Sixty six percent of SFFD uniform employees are over 40 compared to the national average of 45.6%; and 44% of our uniform employees are over 50 compared to the national average of 19.5%, and age-related cardiovascular disease, arthritis, deterioration in reflexes and balance, and a loss in flexibility and range of motion contribute to injury and illness; and,
WHEREAS, The SFFD offers a limited number of health programs, such as medical examinations, immunizations, infectious disease screening, audiograms, and behavioral health programs, and many Stations have exercise equipment that do not meet established standards for maintaining physical fitness; and,
WHEREAS, A comprehensive Wellness Fitness Program would help to mitigate the number of work-related injuries and lost hours, cardiovascular disease, and the effects of aging; now therefore be it,
RESOLVED, That the Fire Commission recommends that the Board of Supervisors authorize the SFFD to accept and expend grant funds in the amount of $1,173,212 from the Federal Emergency Management Agency; and be it
FURTHER RESOLVED, The funds received must be expended no later than February 14, 2009, unless an extension is requested and granted.
