SAN FRANCISCO FIRE COMMISSION RESOLUTION
RECOMMENDING THAT THE BOARD OF SUPERVISORS AUTHORIZE THE FIRE DEPARTMENT TO RETROACTIVELY ACCEPT AND EXPEND A GRANT IN THE AMOUNT OF $25,000 FROM THE STATE OF CALIFORNIA, DEPARTMENT OF FISH AND GAME, OFFICE OF SPILL PREVENTION AND RESPONSE, TO PURCHASE OIL SPILL RESPONSE EQUIPMENT.


WHEREAS, Responding to and assisting with any oil spill clean up effort in a timely and safe manner is critical to reducing environmental, wildlife, and economic impacts due to a spill; and,

WHEREAS, In California, several Oil Spill Response Organizations (ORSO) are available to provide response and clean-up of oil spills throughout the State; and,

WHEREAS, The ORSOs have difficulty or are unable to pre-stage oil spill response equipment in the entire Bay Area Region (San Francisco, Marin, Sonoma, Solano, Alameda and San Mateo counties), which contains bodies of water at high-risk for potential oil spills; and,

WHEREAS, To address this problem, the State of California, Department of Fish and Game, Office of Spill Prevention and Response (OSPR), has agreed to provide funding to the SFFD to purchase oil spill response equipment for use in a first response; and,

WHEREAS, The SFFD will use the grant funds to purchase a mobile trailer, containment and harbor booms, anchors, tool box, decontamination equipment, spill absorbent material, personal protection equipment, and an eight hour hands-on training course; and,

WHEREAS, The 8-hour training course will address health and safety concerns when deploying equipment on oil spills, care, storage and maintenance of the equipment, proper usage of the equipment as it pertains to the Local Geographic Response Plans and other pertinent strategies, decontamination of personnel and equipment, hands-on deployment of the equipment, and equipment limitations; and,

WHEREAS, The SFFD will maintain and deploy the oil spill response equipment, which the Port of San Francisco will store at Pier 50 for no charge; and,

WHEREAS, The grant requires the SFFD to purchase the equipment by no later than June 30, 2009; and,

WHEREAS, This grant funding will enhance the availability of oil response equipment and provide San Francisco an opportunity to protect its community and priority resources, as well as other communities and resources in the region; now therefore be it,

RESOLVED, That the Fire Commission recommends and requests that the Board of Supervisors authorize the SFFD to retroactively accept and expend grant funds in the amount of $25,000 from the State of California, Department of Fish and Game, Office of Spill Prevention and Response, to purchase oil spill response equipment; and be it

FURTHER RESOLVED, That the SFFD shall purchase the equipment by no later than June 30, 2009.
