Resolution 2009-04


WHEREAS, the facility housing Engine 35 was closed in October 2006 because the structural condition of the building posed an imminent danger to employee and public safety, and plans are underway to renovate and re-open that facility by approximately October 2011; and,

WHEREAS, Engine 35 was relocated to Station 13 and has operated out of that station since October 2006, along with the other companies already operating out of that Station, specifically Engine 13, Truck 13 and Rescue Captain 1; and,

WHEREAS, Engine 35 staffs the fireboats, and also responds to calls within its first alarm area, which is incorporated into the attached map; and,

WHEREAS, In the Fiscal Year 2009-2010 budget submitted by the Mayor to the Board of Supervisors, among other reductions, the Department's overtime budget was reduced by $2.5 million; and,

WHEREAS, The Department has reviewed the options available to comply with the reduction in overtime funding in its budget, and has determined that such temporary deactivating of Engine 35 will incidentally generate the savings needed to meet that reduction; and,

WHEREAS, The first alarm area covered by Engine 35 is within the coverage area of other companies assigned to Stations in the vicinity, specifically Stations 1, 8, and 13, and the companies at those Stations will be able to respond to calls within Engine 35's first alarm area without meaningful degradation in response times; and,

WHEREAS, On June 27, 2009, the Department will launch an aggressive training program to reorient several companies to fireboat operations, specifically Engine 8, Engine 29, Engine 13, and Engine 37, thereby creating redundancy and back-up capacity for staffing the fireboats. Those companies will be available to respond to fireboat calls currently handled by Engine 35; and,

WHEREAS, When Station 35 is re-opened after repairs to the facility, the Department will reactivate Engine 35, now, therefore, be it

RESOLVED, That the Fire Commission hereby approves the Department's recommendation to deactivate Engine 35, effective July 1, 2009, for a period not to exceed 30 months.
