Fire Code Technical Advisory Council (TAC) Meeting

This meeting will be held in person at the location listed above. Members of the public attending the meeting in-person will have an opportunity to provide public comment. Members of the public may address the Council for up to three minutes per item and once per person on an agenda item. Remote public comment is available only for individuals who require accommodation due to a disability and are unable to attend in person. The Council may reasonably limit public comment on an item to less than three minutes per speaker based on such factors as the nature of the item, the number of anticipated speakers for the item, and the anticipated duration of other agenda items. To request accommodation, please contact the Council Secretary at least 48 hours in advance of the meeting (see below for details).

Ramaytush Ohlone Land Acknowledgement
The San Francisco Fire Commission acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land, and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.

Discussion regarding the five terms 1103.5.4.4. including "reasonable degree of fire protection" "alternative protection"; "not physically possible"; "disproportionate effort"; and "undue hardship."
6. Resident Data Presentation [Discussion]
Presentation by Daniel Rabinowitz analyzing SFFD data regarding fire-related deaths or injuries.
7. Emerging Causes of Fires [Discussion]
Presentation by Captain Tracy O’Keeffe regarding data on current fire causes.
8. Fire Code TAC Absences [Discussion and possible action]
Per Council Bylaws, discussion and possible action to excuse any upcoming absences.

Council members to discuss and approve items for future meeting agendas.
10. General Public Comment
Members of the public may address the Council for up to three minutes on any matter within the Council’s jurisdiction that does not appear on the agenda. Speakers shall address their remarks to the Council as a whole and not to individual Council members. Council members are not to enter into debate or discussion with a speaker. The lack of a response by the Council does not necessarily constitute agreement with or support of statements made during public comment.

Council Office
The Council office is located at 698 Second Street, Room 303A, San Francisco, CA 94107. The Council can be reached at kathy.aguas-aclan@sfgov.org, or online at the Council web site. Office hours are from 7:30 a.m. to 4:00 p.m., Monday through Friday.
Public Participation and Comment
The Council will take in-person comment on all items appearing on the agenda at the time the item is heard. The Council will take public comment on matters not on the Agenda, but within the jurisdiction of the Council during the “General Public Comment” portion of the regular meeting. Each member of the public is allowed to speak once on each agenda item for up to three minutes. Admin. Code § 67.15(c). The Council may reasonably limit public comment on an item to less than three minutes per speaker based on such factors as the nature of the item, the number of anticipated speakers for the item, and the anticipated duration of other agenda items. The timer shall be in operation during public comment.
Language Access
For language access services, including the translation and interpretation of oral or spoken information, please contact the Council Secretary at kathy.aguas-aclan@sfgov.org at least 48 hours in advance of the meeting, except for Monday meetings, for which the deadline is 4:00 p.m. the previous Friday of the last business day of the preceding week. The more advance notice you can provide for your request, the more likely the Council can arrange the requested language access services. In particular, arranging language access services within 48 hours may not always be possible, due to multiple factors, including but not limited to, availability of translators or the particular dialect or language requested. The City will make all reasonable efforts to meet language access service requests, even if made less than 48 hours in advance.
Information on Disability Access
Wheelchair-accessible entrances are located on Van Ness Avenue and Grove Street. Please note the wheelchair lift at the Goodlett Place/Polk Street is temporarily not available. After multiple repairs that were followed by additional breakdowns, the wheelchair lift at the Goodlett/Polk entrance is being replaced for improved operation and reliability. We anticipate having a functioning lift after the completion of construction in October 2026. There are elevators and accessible restrooms located on every floor. The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. Accessible MUNI lines serving this location are: #42 Downtown Loop, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center. There is accessible curbside parking adjacent to City Hall on Grove Street and Van Ness Avenue and in the vicinity of the Veterans Building at 401 Van Ness Avenue adjacent to Davies Hall and the War Memorial Complex. To obtain a disability-related modification or accommodation, including auxiliary aids or services, to participate in the meeting, please contact the Council Secretary at kathy.aguas-aclan@sfgov.orgat least 48 hours before the meeting, except for Monday meetings, for which the deadline is 4:00 p.m. the previous Friday of the last business day of the preceding week. In particular, arranging in-person or video sign language interpretation within 48 hours may not always be possible, due in part to a shortage of available interpreters. The City will make all reasonable efforts to meet modification and accommodation requests, even if made less than 48 hours in advance.
To assist the City’s efforts to accommodate persons with severe allergies, environmental illnesses, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees may be sensitive to various chemical-based products. Please help the City to accommodate these individuals.
Policy on use of Cell Phones, Pagers, and Similar Sound-Producing Electronic Devices at and During Public Meetings
The ringing and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at Council meetings. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic device.
Documents for Public Inspection
Documents referred to in this agenda, if not otherwise exempt from disclosure, are available for public inspection and copying at the Council Office. If any materials related to an item on this agenda are distributed to the Council after distribution of the agenda packet, those materials, if not otherwise exempt from disclosure, are also available for public inspection at the Council Office, 698 Second Street, room 303A, San Francisco, during normal office hours.
