Commissioner Collins is a Founder, Chief Executive Officer and business owner with extensive experience real estate development. She has spent decades as a director of private and public companies and nonprofit organizations. She is an active civic leader in the San Francisco Bay Area. She was appointed by President Obama to the board of the Presidio Trust which she chaired for several years. In 2023 she was named Chair of the Board of the American Automobile Association while concurrently serving as a board member of affiliated automobile club and insurance companies. She is a frequent speaker both nationally and internationally on the topic of community economic development.

She is the recipient of the Silver Spur Award which recognizes outstanding individuals whose achievements exemplify the highest aspirations of the San Francisco Bay Area.

Commissioner Collins raised her family in San Francisco where she focuses on public safety and social justice.
